Resolved Question: Is it LEGAL for Target Stores to hire SPANISH-speaking only employees? Is it DISCRIMINATING?

Went to a Target Store in Gardena California last nite. I asked a salesclerk for assistance. She gestured with her hand for me to follow her. She brought me to an ENGLISH-speaking co-worker. What the ??!! I asked the manager what their policy was on SPANISH-ONLY speaking employees? She said, "As long as they can do their job duties, we cannot discriminate against spanish-speakers! What happened to english AND spanish! Imagine if stores everywhere adopted this policy? Does that mean that ENGLISH-speaking american customers would not get customer service? This is appalling!!
